The "reliability" test - critical for descriptors

For each activity, the descriptor chosen must reflect how you do the activity "reliably". Reliability test from PIP regulations: you must be able to do the activity:

  • Safely - without risk of harm to yourself or others.
  • To an acceptable standard - completing the activity properly, not just attempting it.
  • Repeatedly - as often as reasonably required (not just once with extreme effort).
  • In a reasonable time period - no more than twice as long as a non-disabled person would take.

If you can\'t meet ALL four criteria for an activity, you score the higher descriptor. The "I could do it on a good day" answer is the most common claim-killer - assessors often record this as "able to do the activity", missing the reliability test entirely. Frame your evidence around the MAJORITY of days, not exceptional good ones.

Mandatory Reconsideration + Tribunal appeal

  1. Mandatory Reconsideration - within 1 month of decision. DWP reviews + can change the decision. Success rate at MR stage: ~20%.
  2. Tribunal appeal - within 1 month of MR decision. Independent panel (judge + medical member + disability expert) reviews the case. Free + can be done by paper or in person. Citizens Advice + welfare rights orgs help. Success rate at Tribunal: ~70% of cases are at least partly allowed.
  3. What helps at Tribunal - additional medical evidence not seen by DWP, careful preparation of submissions with descriptor framing, witness statements from carers, attending the hearing in person (~50% higher success rate).
  4. Award backdating - successful appeal backdates to the original decision. Lump sum payment of accumulated PIP.
  5. Upper Tribunal - only on points of law if Tribunal got the legal interpretation wrong. Rare in PIP cases.

Frequently asked questions

Who can claim PIP?

Adults age 16-State Pension age with a disability or long-term health condition. PIP is NOT means-tested - your income + savings don't affect entitlement. Conditions: (a) you have a physical or mental health condition or disability, (b) you have difficulty with daily living and/or mobility activities for 3+ months + expect difficulty to continue for 9+ months (the "3+9 rule"), (c) you're a UK resident + meet residency requirements. Pension-age PIP equivalent is Attendance Allowance (AA). Children under 16: Disability Living Allowance (DLA).

How does the descriptor scoring work?

PIP is assessed via two components: Daily Living + Mobility. Each component has 10 activities (Daily Living) or 2 activities (Mobility). For each activity, the descriptor that best fits your difficulty is scored 0-12 points. Total points across all activities in the component determine the rate. 0-7 points: NO award for that component. 8-11 points: STANDARD rate. 12+ points: ENHANCED rate. Each component is assessed independently - you might get Daily Living but not Mobility, or vice versa, or both, or neither.

What's the difference between Daily Living + Mobility components?

Daily Living activities (10): preparing food, taking nutrition, managing medication, washing + bathing, dressing + undressing, managing toilet needs, communicating verbally, reading + understanding signs, engaging with others face-to-face, making budgeting decisions. Mobility activities (2): planning + following journeys, moving around. Each activity has multiple descriptors with point values reflecting severity of difficulty. The "10m / 20m / 50m / 200m can walk reliably" test is part of moving around; planning + following journeys is largely about cognitive / mental health barriers (anxiety preventing public transport use, getting lost, panic attacks).

What's the assessment process?

(1) Initial claim by phone (0800 917 2222) or online. (2) PIP2 questionnaire sent to you to complete in detail (60+ page form). (3) Independent provider assessment - typically by phone, video call, or in person, and recorded by default from 29 June 2026 (see below). Healthcare professional gathers evidence + writes a report. (4) DWP decision-maker reviews PIP2, assessment report, supporting evidence. (5) Decision letter explaining award + duration (typically 2-10 years). (6) If unfavourable, Mandatory Reconsideration within 1 month then Tribunal appeal within 1 month of MR decision. Whole process typically takes 4-6 months from claim to award; longer with appeal.

Is my PIP assessment recorded?

Yes - from 29 June 2026 all PIP assessments are recorded by default, whether face-to-face, by video or by telephone. The same applies to Work Capability Assessments (for Universal Credit and ESA) and Industrial Injuries assessments. Recording used to be opt-in and fewer than 3% of claimants took it up. You can opt out if you prefer, and you can ask for a copy - the recording is made available if you want to appeal your award. Keeping the recording is useful evidence at Mandatory Reconsideration or Tribunal if the assessment report does not match what you actually said on the day.

Should I get help with my PIP application?

Strongly recommended. Citizens Advice, local welfare rights organisations, Disability Rights UK, Turn2us, and specialist firms can help. Many provide free assistance. PIP application success rates are significantly higher with experienced support because: (a) the PIP2 form requires specific phrasing matching descriptors, (b) supporting evidence selection is critical, (c) preparation for the assessment helps avoid the common pitfall of underplaying difficulties on a "good day". Around 70% of PIP appeals at tribunal succeed - showing initial decisions often get it wrong.

What evidence helps a PIP claim?

(1) GP letter summarising condition + impact on daily life. Doctor often needs prompting on what to cover - share descriptor wording with them. (2) Specialist reports (consultant letters, OT assessments, mental health reports). (3) Medication list + how each affects you. (4) Care needs statement from a carer or family member. (5) Diary of difficulties over 1-2 weeks before assessment - useful for capturing "bad day" reality. (6) DLA award letters if previously awarded DLA. Evidence should focus on FREQUENCY, RELIABILITY, SAFETY of doing each activity - not whether you "could do it once if forced".

How does PIP interact with other benefits?

PIP is a passport benefit unlocking many other entitlements: (a) Carer's Allowance for a carer who looks after you 35+ hours/week. (b) Universal Credit Disability Element / LCWRA element. (c) Council Tax Reduction priority + extra elements. (d) Disabled Person's Bus Pass (regional schemes). (e) Blue Badge eligibility. (f) Free / discounted prescriptions in England (specific conditions). (g) Severely Mentally Impaired council tax disregard. What's the April 2026 reform plan?

The Conservative government's March 2024 PIP Modernisation Green Paper proposed major reform: replacing some cash payments with vouchers / one-off grants, tightening the descriptor system, narrowing mental health eligibility. The Labour-elected July 2024 government paused these proposals + launched its own review. As of mid-2026 the specific reforms remain under consultation. Current PIP system continues. Key signals: government acknowledges current system is over-medicalised + complex, but recognises high cost of reform + risk of harm. Practical: claim under current system if eligible. Existing PIP awards are not retrospectively reformed; new claims face the system in effect at claim date.
